Their strange behavior could also come from, when France was almost the center of the known world (or Europe)... simply because of its geographically location as the link between:
UK
Spain
Italy
The Netherlands
Germany
Now since that time the known world have expanded alot, and France is now just a country on the map - no one really is depending on the France to keep status quo (well expect Saddam and other tyrants).
France is impotent - and no Viagra pill is going to change that!
