The reason I mentioned the UN is because if he strikes first it changes many many things, all of them bad for him...
Right now there are only US & UK forces going to go into Iraq

BUT if he strikes first it will change the UN's view on this whole situation and would lead to a situation more resembling 1991... more countries would back this invasion militarily… he just won't do it...
