I would like to say that "Congress cracks down" is misleading title to the max. The commissioned a study - and obtained the answer they set out to find. It isn't any different from searching google for those same keywords (I had some dumbass submit a site to one of my link lists the other day, the domain was charlottechurchnude.com - she's 16 fer chrisssake!).
There is very little legal or good in being traded on P2P networks - but like IRC, there is very little effort made to control content... and really, kazaa is no different from a browser, do you ban browsers because people open KP sites?
No, the reverse needs to be done - government needs to invest in about 1000 nice PCs for serving crap onto Kazaa, and then track whoever downloads the stuff - and go known on their door the next day. Do that PUBLICALLY and LOUDLY (with news crews) for about six months, and the problem with solve itself - the pedophiles will go into hiding. Do the reverse as well, look for the content, download it, and look to see where the traffic is coming from. Go back and start knocking doors.
Sadly, there is more about making grandiose announcements rather than giving enough money for people to actually do the work.
