I don't think it matters whether the quality of the tape changed and I don't think we can learn much from it. One can intentionally change such things for effect by causing second guessing, conspiracy theories, and increased media exposure of the MYSTERY.
Why an audio tape rather than video? To throw everyone off, because he had plastic surgery, because he is missing an arm. Who knows?
