they're talking about pre-paying people who can send the amount of signups they are looking for. Private traffic deals. Webmasters in general, especially those who have good amounts of traffic, like their money upfront. Can't get any more 'upfront' than prepaid signups. That is why a program really isn't in the big leagues of affiliate programs unless they can pay per signup rather than revshare. Big traffic goes to per signup programs and always will - just a fact of life in the business.
Beware though - you can get burned prepaying for signups, get references from other people before you make a deal, people who have done biz with the seller before.
