The Ibill situation seems a bit different. From what I understand from that GFY thread, Ibill simply continues to bill on the scheduled rebill date - even for account they are apparently not allowed to process VISA for.
In my case, Paycom billed VISA members up to two weeks before the "scheduled rebill date". (And that rebill would never be processed, of course, because that date was after Nov 15th).
