Microsoft Expression, and making a new website

Ok, question one....

Who is using the Microsoft Expression series of tools?
Expressionweb, expressionmedia, and Expressionweb?

In a perfect world, I would find somebody to build us a new website (I just don't have the time) with Expression Web, and do it for free.
On the other end of the equation......it would cost me a million dollars.
I'm looking for something in between?

Thoughts?
