check their CREDIT QUALITY!
Insured munies, AAA rated bonds,
MUCH better than get the similar yields in BBB or below bonds which can also default in the future, adding credit risk to market risk

IIM, MEN, EIM have lower rates but much better credit quality bonds, some of them are 100% AAA insured etf's
